Public administration has not always been a smooth road for the federal and state government because of financial stress faced especially when one compares the available budget and the expenditure which is much higher than expected or planned for. This leads to budget deficits and that’s where the idea of Rainy Day Fund came from. The rainy day fund was an idea t save money by each and every state with the aim of reducing the fiscal stress that the government is subjected to in times of need.
