Introduction

A budget can be defined as a statement showing the allocation of scarce resources with an aim of achieving organization’s objectives during a specific period. In public budgeting, government officials have to allocate various national resources to various sectors effectively. Budgeting is usually done because of the fact that resources are usually scarce. For this reason, government officials have to come up with a budget that ensures that the little available resources meet the needs of the public.
