http://www.nicholls.edu/app/library/govinfo/petsm/module1.mp4:The President is the administrative head of the executive branch of the Government, which includes numerous agencies, both temporary and permanent, as well as the 15 executive departments plus cabinet level positions accorded by the President.   Your assignment is to identify the 15 permanent Executive Departments plus one additional non-permanent department dealing with the environment that makes up the current President’s Cabinet.  This assignment is designed to help you understand the mission, purpose and organization of the U.S. Government Agencies that promulgate and enforce rules and regulations.  The President’s Cabinet is composed of the Vice President and the heads, known as Secretaries, of the 15 executive departments and one agency Administrator.  The 15 executive departments make up the majority of the Federal Agencies that promulgate (make) rules and regulations through the rulemaking process.  The scope and application of government regulations provide the rules of the road for the public, government and private sector to follow.
Prepare a Power Point (PPT) presentation summarizing the content requirement below for each of the 15 Executive Departments that make up the President’s Cabinet plus the one additional agency.  For each Executive Department, create a PPT slide and provide the following minimum information:
Create a slide for each of the Executive Departments.  Identify the name of the current Secretary or Head of the Department as of 1/23/2014.  Note that the Government Manual may not have the current head of the agency so you will need to search the department web site to verify the current agency head as these positions change.
Summarize in your own words the mission and purpose of each of the Executive Departments.
Identify the enabling law (U.S. Code) that authorized the creation or establishment of the department.    The US Code must be formatted as follows:  (Title, USC, and Section).  For example, Title 30 of the US Code Section 1251 would be properly formatted as (30 USC 1251).  The US Government Manual or official agency Website will identify the authorization law that created the department and authorization to create regulations.
Provide the year the department enabling law was enacted.  This will be the year the department was created by law.  Note:  the year the department was created may not be in the Government Manual, and you will have to do some research to find it.
Provide the official website address for the Department as found in the Government Manual.
Create a separate slide for each of the following bureaus or administrations which have regulatory authority over oil and gas operations in our area:
Bureau of Safety and Environmental Enforcement (BSEE)
Pipeline and Hazardous Materials Safety Administration (PHMSA)
Federal Motor Carriers Safety Administration (FMCSA)
Occupational Health and Safety Administration (OSHA)
United States Coast Guard (USCG)
Provide the following for each of these administrations or bureaus:
A brief description as short bullet points, in your own words, of the main function for each of the above organizations.
Your determination of whether each exercises regulatory authority for oil and gas operations in the Outer Continental Shelf (OCS) waters of the Gulf of Mexico, state lands, and/or inland waters.
Your determination of whether OSHA, BSEE, and/or USCG regulate MODUs. Hint:  See MOUs and interpretations posted in the Module 1 block to assist with determining who exercises their authority in OCS waters.  You should understand that there is a difference between having and exercising regulatory authority.
Identify the title(s) of the CFR (Code of Federal Regulations) where all regulations authorized by the US code are promulgated by the agency or bureau in the CFR.  You can find this information by using the Table of Parallel Authorities.  Use the following link below to location this information.
Organize the CFR title number sequentially.  For example, let us say you were looking for all the regulations promulgated under 1 U.S.C.  The correct answer would be “all regulations contained in the CFR for 1 U.S.C are located in the following CFR titles:  1, 22 and 33”.  If you wanted to drill down to the exact part then the answer would be Title 1 Part 2, Title 22 Part 181 and Title 32 Part 151.  However, for the purpose of this assignment requirement you only need to find the Title(s).
