Introduction

Gang activities have become a global challenge (Spergel, 2006). With more juveniles joining gangs, the issue needs urgent intervention in order to achieve the millennium goal. Violence causes gang membership and in my hypothesis, I intend to argue that intervention of law enforcement agencies and suppression efforts alone are not effective to curb the escalating rate of gang violence. Based on empirical research that I have conducted, it is evident that law initiatives alone cannot overcome the challenge of gangs and violence.
