This appears to be hourly rate fees because it clearly specifies that the attorney will be paid based on hourly basis. TIME IS BILLED IN QUARTERS OF AN HOUR; that is, the minimum amount of time you are billed for any activity on your case is one-quarter (1/4) of an hour.
In my own opinion, I find this agreement to be dishonest and unfair to the client. It is so much concerned about paying the attorney and no so much on the benefit to the client. I feel that it is one sided and for that it favors the attorney. Signing the agreement is putting yourself in a trap………………………….
