In a letter dated January 29, 2016, Dr. Jullette Saussy, submitted a letter to Muriel Bowser, Mayor of Washington, D.C., detailing her assessment of the current EMS delivery system. There are various issues facing the DC Fire and EMS Department that are making it difficult for the department to provide effective and efficient services to people. The first issue highlighted in the letter is the culture of the DC and EMS department. According to the letter, the culture is too toxic to provide pre-hospital patient care.
