A modest proposal is a controversial reading where the author provides a solution to the numerous children who crowd the streets of the city following heir begging mothers. Swift looks at the problem from a different angle, providing a rather controversial proposal to end the problem. A modest proposal gives a detailed solution to the problem that would see the whole issue solved once and for all. The proposal suggests the use of the children as meals for the rich.
